Penelope is Arnold's love interest and Arnold lusts after her – and her creamy whiteness – big time (16.1-16.6). We do learn from her, though, that Reardan isn't all it's cracked up to be. She talks about how she hates Reardan since it's a small town with small dreams (15.87-15.89).
