Character Analysis

Bill is a long-time Taggart employee, like Pat Logan. Like Pat, Bill also walks off the job when he realizes what is happening and how deadly a risk people are taking just to pacify some idiot from Washington. Bill's refusal to cooperate throws Dave Mitchum for a massive loop and results in a young and overly impressionable employee being forced to carry out the order Bill refused.
