Not really. But some rudimentary video-editing tricks make it seem like Weird Al and Tom Petty are having an extremely odd conversation. Will the Heartbreakers perform for Weird Al's pet hamster's birthday? "Very unlikely."
When actor Johnny Depp opened up a music club on the Sunset Strip named The Viper Room, he asked Petty & The Heartbreakers to play the opening night. Their drummer Stan originally didn't want to do it, but when Petty said Ringo Starr would be playing drums in his place, he showed up.
The video starts out with a sweet sixteen party for the main girl and everyone is dressed in styles of the 1950s (probably to emphasize how squeaky-clean the suburbs of the Valley were). Then she leaves home, and next thing we know, the cars and clothes have changed and she's become a teen from the 1980s. Petty is in the background the whole time, in the Sherman Oaks Galleria shopping center playing on an escalator, and then later at a skate ramp over Mulholland.
