Change of Heart
That's when it happens.
The Grinch comes to the shocking realization that he hasn't managed to stop Christmas at all. His plan totally failed (and rightfully so!).
The Grinch, in utter shock and disbelief, wonders why all the Whos are still singing down in the town.
It must be because it's Christmas; Christmas came despite the missing gifts and gourmet foods.
How'd that happen?
Because Christmas isn't a tangible thing that he could steal. In fact, it's something quite different.
