We only meet Cornelius Fudge once in Harry Potter and the Half-Blood Prince. In Chapter 1, a frazzled Mr. Fudge requests a meeting with the Prime Minister (and by requests, we mean demands). He comes to tell the Prime Minister that the Ministry of Magic has changed leadership and to let him know that Voldemort is on the loose, war is at hand. Mr. Fudge has been Minister of Magic throughout the course of Harry's time at Hogwarts, and he hasn't done the best of jobs. He's not the most honest leader, and he loves the fame and fortune associated with being Minister. He is succeeded by Rufus Scrimgeour.
