Character Analysis

The Capitol's events co-coordinator reappears at the end of Mockingjay and claims to have been a rebel all along. She's back to keeping Katniss on schedule for media appearances, which lends a sense of déjà vu to the story. Her presence makes us wonder if anything has really changed since President Coin replaced President Snow.
