Context

The famous dismissal is spoken by Craig Jones (Ice Cube) in the comedy Friday (directed by F. Gary Gray, 1995).

In the movie Friday, Craig and his friend Smokey (Chris Tucker) have 24 hours (on a Friday, of course) to raise money to pay back a drug dealer. When user and loser Felicia asks to borrow a car, then a cigarette, Smokey advises her to "borrow a job."

So she turns to Craig. But before she can even ask him for the same thing, he simply dismisses her—without even looking at her—by saying, "Bye, Felicia."

Where you've heard it

"Bye, Felicia," became mainstream when it was explained to Ryan Seacrest in April 2014 and later when Shonda Rhimes dismissed an anti-gay viewer with the phrase via twitter in October that year.
