Outside [the New Jerusalem] are the dogs and sorcerers and fornicators and murderers and idolaters, and everyone who loves and practices falsehood. (NRSV 22:15)

For without are dogs, and sorcerers, and whoremongers, and murderers, and idolaters, and whosoever loveth and maketh a lie. (KJV 22:15)

As a final punishment, non-believers get left out of the shining city in the sky. They do get to see the gates though, so they can get just a tiny taste of how incredibly awesome it would have been to live inside.
