As far as Hythloday is concerned, the Utopians as a people are the guide for how to live a moral and happy life. In fact, he thinks they are so good at being happy that he doesn't even describe individual Utopians because they are all equally happy. Hythloday believes so strongly in the rightness of the Utopian lifestyle that he goes back to Europe to try to convince other people to use them as a guide for government, behavior, sociability, you name it. Hythloday doesn't just want Utopia to be his guide, he wants it to be the guide.
