Hazel

There are several important rabbits who all get a lot of attention, like Bigwig and Fiver. But Hazel is ultimately the protagonist because he's the Chief Rabbit who has to make all the final decisions for Watership Down Warren. Also, while we may follow Bigwig closely during his raid on Efrafa, that's only a few chapters; whereas we start the book and end the book with Hazel.
