No george h w bush made the war on drugs
- 00:05
a big part of his campaign strategy He promised to
- 00:09
battle the rampant drug use that had spread throughout america
- 00:12
during the nineteen eighties No needle or mysterious white powder
- 00:16
would be safe from his wrath Sadly drugs really had

become a big problem The bourbon areas as well as
- 00:22
the inner cities reported increased drug use with cocaine being
- 00:26
the hard drug of choice Despite the obvious challenges bush
- 00:30
was determined to win this war Well he began by
- 00:33
appointing william j bennett as america's Drugs are ok that
- 00:38
sounds bad but he appointed him as head of the
- 00:41
new office of national drug control policy But bush had
- 00:44
more in mind than appointing some other guy to solve
- 00:47
america's massively complicated drug problem In fact he had a
- 00:51
three pronged approach That's a lot of franz Well first
- 00:53
he wanted to increase law enforcement numbers and direct their
- 00:56
focus to fighting drug abuse which would be in a
- 00:59
lot more work for you know the drug sniffing dog
- 01:02
union Good for them This tough economy Well second he
- 01:06
wanted to institute rug testing in the workplace which would
- 01:09
turn the peeing into a cop into a popular watercooler
- 01:13
gossip material And last but not least bush plans to
- 01:16
cut the drugs supply off of the past which meant
- 01:20
a concentrated effort to eliminate the incoming flow of drugs
- 01:24
from colombia peru will the drug trade found its home
- 01:27
base in south and central america Trade was dangerous but
- 01:31
super lucrative with increasing Numbers of american buyers 1 of
- 01:36
the big players in this international trade was panamanian leader
- 01:40
manuel noriega nineteen eighty eight Noriega was indicted by a
- 01:44
federal grand jury in miami of the international drug smuggling
- 01:48
gunrunning and money laundering He was kind of you know
- 01:50
a jack of all criminal trades Will noriega wasn't going
- 01:53
down easy In nineteen eighty nine he was named animas
- 01:56
head of state in the country Declared war on the
- 01:59
us Probably not the smartest thing noriega ever did And
- 02:03
the next day an american marine stationed in panama was
- 02:06
shot Also not smart Well bush responded quickly with a
- 02:10
deployment of troops to strategic panamanian locations American forces seized
- 02:14
the headquarters of the panamanian defense forces but noriega high
- 02:18
tailed it out of there He took refuge in the
- 02:21
vatican embassy but after three weeks of negotiations he surrendered
- 02:25
himself to american forces He was finally convicted in nineteen
- 02:28
ninety two on eight counts of racketeering and drug distribution
- 02:32
But it seemed that there were a dozen more noriega's
- 02:34
ready to take his place in the booming latin drug
- 02:37
cartels And while drug related arrests did increase from nineteen
- 02:41
eighty eight to nineteen eighty nine cocaine and crack were
- 02:44
still easy to find On the streets of america Frightening
- 02:48
statistics showed that in nineteen eighty nine three hundred seventy
- 02:51
five thousand american babies were born addicted to either cocaine
- 02:55
or heroin Well any and america's drug problem was like
- 02:59
a slacker friend who's been sleeping on your couch for
- 03:02
weeks No matter what the bush administration did drugs would 00:03:06.095 --> [endTime] just not leave eh Come on
