This notion derived from a weird reconstruction of resource allocation in Western society. It is the precept behind tax policy in America. The concept comes from a twisted form of Socialism, pushing the notion that whoever has the ability to pay taxes...should pay taxes. This concept is the basic idea behind the progressive tax system in America, which punishes Small-Business Sam, who's working seventy hours a week with very high marginal tax rates, and benefits Bob Lazyslob, who just wants to sit in the union worker tollbooth, collecting a five-dollar bill from passing cars every now and then, and updating his Facebook page relentlessly. You don't want to play Kardashian trivia with this guy. Trust us.
