An adjustment bureau is an org that helps companies collect dough they're owed from deadbeats. Typically, they're paid as a percentage of debt owed, so the bigger the deadbeat, the bigger the potential paycheck. These are the people who hire repo men, and if you haven't seen the movie with Emilio Estevez, you should.

In theory, collection practices must follow a pre-established set of laws, which try to avoid abuses in the system. But, of course, they don't always work. Someone who is in such desperate shape that they are unable to pay their bills when threatened with all kinds of financial baseball bats is vulnerable to being forced to do just about anything to keep a roof over their family's head.
