Insurance companies cover risk, but they aren't so willing to take any.

Advance premiums are basically prepaid payments on insurance. Advanced payments are made before any coverage is given by an insurance company. If the policy holder doesn't make the advance premium payment, coverage is canceled and the insurance company is no longer liable for any loses. Those in the risk business aren't will to take any risk here.
