Agency By Necessity
  
In some emergency situations, it's necessary for a third party actor or agent to swoop in and make decisions in the place of a party that can't act for itself.
Think: you're a kid and have to make decisions when the parents are gone. The shift in power happens when people are stuck in tough situations and can't act for themselves. Or...you're stranded on the side of the road and your phone is dead, but you're supposed to be back in town for the one-day-only business deal of a lifetime.
This situation would be the necessity part. Here, your trusty partner might come to save the day and make the call on your behalf. When somebody else steps in to make the big decision, that's the agency part.
This process only applies in emergency situations when the responsible party is completely absent/incapacitated and immediate action is required. Don't worry though...that doesn't mean just anyone could step in and change your life when you have the flu. These powers are typically given to a trusted or predetermined party, like a lawyer or spouse.
