The Bank Letter of Credit Policy is an insurance policy. The insurance policy is protection for the domestic banks doing international business, and thereby incurring additional risks of default from foreign institutions.

In overseas transactions, there is political risk and foreign exchange risk that can harm a borrower's ability to pay back the bank for the dough they lent. Banks don't like that.
