Because Paypal’s a...pal, you might have seen a Paypal notification that says something along the lines of, “don’t ship your stuff until payment is fo sho.” Paypal promotes the bill and hold sales arrangement so that they have fewer complaints from people saying “I sent my stuff to the buyer, but the payment bounced! What gives?!” and the like.
In short, a bill and hold is when a seller bills a buyer, and the seller waits on some stipulations (processed payment is common) before they send over the goods to the buyer.
