The legal documents required before construction of a new or expanded edifice can commence.

Kermit wanted to build a museum dedicated to the history of bacon on some lily pad acreage he owned, adjacent to an empty lot that his mortal enemy, Fozzie, owned in the town of Wakawakawakanda.

Fozzie wanted to build a comedy club on his lot, but was denied a building permit, because doing so would endanger the life forms living in the pond.

However, once Kermit got the appropriate paperwork for his museum, the pond was paved over...which allowed Fozzie's construction to proceed.

Which raises the question: Kermit wasn't aware that his permits were making dreams come true for Fozzie, was he?
