Capital investment factors are those that determine whether or not a capital investment project gets the approval to move forward. Viability is determined by many things (including ancillary concerns) like: the costs associated with the project, the duration of the project, the current regulatory environment, market futures, risks to shareholders, tax implications and whether or not the CEO is in a good mood. From the CEO's point of view, he or she is probably thinking about the company's bonus-heavy compensation plan, and the use of the company's luxury private jet.
