If Trump supporters were to see their wildest dreams come true and get Hillary locked up, she'd have to put up this kind of bond to stay out of jail until trial.

Actually, this term represents an insult to a totally different Clinton.

Bill.

Early in Bill's presidency, when parachute pants and the anti-semitic, misogynist hypocrite Mel Gibson were popular, people assumed that Clinton would run up the federal budget deficit with wild-eyed spending, fueling inflation and blowing up any chance of making money in the bond market. Thus, a Clinton Bond was the joke name for the fictional worthless bonds that were just over the horizon once Spend-o-crat Bill got going.

But...it didn't turn out this way. Clinton's administration turned out comparably fiscally conservative. Bill ended his term in office with budget surpluses. So the Clinton Bonds never actually materialized.
