You see one cockroach crawl out of a wall. So, like, what are the odds there are hundreds more in there? Pretty good. If you see one, you can bet there's a bunch more just out of sight. The allegory applies, usually, to companies who have been found to have an incident of fraud, or some other negative event. Probably more where that came from.
