The CICA is a law that was passed in 1984, requiring the government agencies to have an inclusive, fair, and openly competitive bid process.

Competitive bids are used in the procurement process of a governmental entity, whether taking bids on a construction project, purchasing construction materials, or purchasing goods and services. The intent is to reduce costs via competition (lowest, best bid wins the job) and save taxpayers money. And to give everyone, regardless of race, color, sexual persuasion, ear hair volume, etc...a fair shot.

Bottom line: If government money is being used, the procurement process has to abide by the CICA.
