Whatever.com has a dollar a share in earnings; it trades for $20 a share, and it pays 15 cents a share every quarter in dividends. That is, its dividend rate is 60 cents divided by $20, or 3%. And its payout ratio is 60%, i.e. it earns a dollar and pays out 60 cents of that amount to equity shareholders.
