It sounds like a fictional think tank featured on Veep or in a late season of House of Cards. But, in reality, it's a trade program aimed at the Americas and the Caribbean.

Started in 1990, the EIA focused on promoting U.S. investment in and trade with Latin American and Caribbean countries. It also included debt relief for nations in the region.

The EIA consisted of trade agreements (starting with NAFTA) and a $1.5 billion loan program. The goal? Spraying WD-40 on the tracks of American exports.
