A "mechanism" in this sense refers to an index, or even to just a logical set of rules for which the exchange rate of Martian Mangoes (the official currency of Mars) gets traded for U.S. Dollars. Like...the number of asteroids passing the Kuiper Belt in one hour, on average, over the last year shall set the base exchange rate for Mangoes to Dollars. That asteroid count is, in fact, the mechanism in this sense.
