When a stock is fully valued, its price is an accurate representation of its value. Of all the value. It's kind of a kitschy, Wall Streety way of saying "over-valued."
The Goldilocks of the stock world, fully valued stocks are not too cheap, not too expensive, but are priced juuuust right. But with a lean to "hmmm, she paid full price at $700 for that cashmere sweater, or for the shares of Shmoogle at $42 each."
