Rates (like college lovers) change all the time. Many home mortgages, for example, are pegged to LIBOR, which changes regularly with the tweakings of the British banking system. So a typical home mortgage rate might be indexed to LIBOR, as in, "LIBOR plus 120 basis points," or something like that.
