The ability to think. It seems like a rare trait nowadays, especially in Congress.

The world measures or grades intellectual ability in a few ways. IQ (intellectual quotient) tests are one. It also deploys standardized tests (SAT, ACT, etc.) The maddening crowds question the relevance of those exams in reflecting intellectual prowess. In fact, scores on those tests reflect how well people take those tests. They might reflect innate intellectual ability. In reality, most studies have demonstrated that success on standardized tests actually does correlate with success in careers, real life, etc., but there are so many exceptions to the rule that...they don't absolutely state much of anything.
