The laws in Louisiana are different from those in California. So if a case comes to trial in a given area where the laws aren't favorable to whichever side is contesting them ("appearing specially"), then it's an issue.
Shoot a robber who's broken into your home in California, and the homeowner likely goes to jail. Do the same thing in Texas and you get a year's worth of free meat.
