The Kremlin represents the most high profile government building in Russia, used rhetorically as a stand-in for the government as a whole. Just like someone might say, “the White House released a statement about the president’s trade policy today...” they might also say “the Kremlin announced a new tax policy today...”

So, in a general sense, Kremlinomics has to do with the economic policies of Russia. But because Russian economic policy for so much of the 20th century was synonymous with policies of a communist government, the term is sometimes used to refer to lefty policies in general.

So Person A argues for nationalized health care and Person B says, “just more Kremlinomics from this guy!” And then suddenly Thanksgiving dinner gets very awkward and everyone just eats their pie in silence.
