Progress Billings

Progress payments. They're made on progress billings.

ShipBuildCo has built the hull. They're billing $20 million for that part. Then comes the deck and skin. They'll bill $15 more in progress billings at that point. And so it'll go until they've billed $180 million and the whole new warship (Nukey the Nukester) is built.
