The people in charge at any financial firm have gone through a rigorous vetting program. They literally have to be registered. They need to pass a series of tests and get properly certified so that they can run operations at, say, an investment bank or a securities firm.

Because it comes with some specialized knowledge, the process gets even more rigorous for management types in the options market. They require a little added registration. Specifically, they have to pass the FINRA Series 4 test, in addition to all the other tests required for the position.
