The lot is just sitting there, waiting for the basketball gym to be built on it. The city planner gave the green light; the neighbors all signed off that they won't sue for noise and/or eau de sweat that will float gently downwind in the summers. The FAA said "no problem" when it came to air traffic something or other. Nobody had any problem with the build of the gym. It just needs the dough to get it down.

When land is at this stage, i.e. where all the permits are granted and it just needs the funding to get started building the next day-ish, it is said to be shovel ready. Very different from that term as applied to a 97-year-old with a bad cough.
