Nah. A stock watcher...watches stocks. It's a meta-layer diagnostic system, which is software that rides "above" the normal parsing and distribution of stock trades on exchanges, with the explicit purpose of catching bad guys doing bad things with good stocks.

Why the paranoia? Well, it turns out that a whole bunch of stock shorting (betting that stock prices would go down) went on during the week just before 9/11, especially in travel stocks, which would likely be most hit in a 9/11 situation. So Stock Watcher now is a quasi-A.I.-driven system that is supposed to catch suspicious activity like this, alert the good guys, and tip off the NSA for where to hire the Black Ops guys to kill the bad guys.
