Strategic Joint Venture

A strategic JV is just like a strategic alliance, only in a space outside of the core business of the companies involved.
Example:
Disney wants a Disney Dubai. On its own, it’ll suffer all kinds of regulatory friction, permit issues, even rights to power and water and access. But if it partners in a joint venture, in which both sides invest, say, a billion dollars to build that Disney Dubai, then they have a 50/50 JV, which has a vastly better chance of succeeding than does Disney on its own in Dubai.
The word “Strategic” in there feels odd. Like…why would anyone do a JV if it weren’t strategic? "Strategically smart," maybe?
