Split businesses into three tiers. The bottom tier harvests resources. The second tier makes stuff. The third tier interacts with the consumer, providing services.

The primary industry is gathering resources. So...oil drilling would be a primary industry. Or logging. Or elephant poaching (not the kind you do with eggs). The secondary industry consists of the businesses that use those raw materials to make something else...manufacturing, mostly. So...oil refining, furniture-making, ivory gun handle-making. And then there are tertiary industries. This category mostly includes service businesses. Banks, retail stores, tusk reconstruction surgeons for poached elephants...that sort of thing.
