Ok, so GE is traded on the NYSE. But it's also traded "off-exchange" by traders, brokers, and dealers who are not members of a given exchange. They're just...people. Like you. And they can trade shares of GE without the NYSE really knowing or caring.

Why would they do this? Because they can.
