Anything that lives in the "dark pool" of financial transactions that happen off of publicly know-able exchanges is an upstairs deal. Blocks of stock are sold this way. Companies are sold this way. Deals are done this way. In private. Without the overhead maintenance of having to communicate things to the public...and then having to press-twist words into settings that generate volume pageviews for their blogs.
