This bubblegum pop song went to #1 in the US and the UK, and proved to the world that Katy Perry had staying power (it was her third hit single in a row). Katy has said that the song is her response to the Jay-Z and Alicia Keys song "Empire State of Mind." She was at a party in LA, and everybody was singing along to a song all about NYC. She was like, okay, time for a new anthem about the West Coast.
