Then Haman said to King Ahasuerus, "There is a certain people scattered and separated among the peoples in all the provinces of your kingdom; their laws are different from those of every other people, and they do not keep the king's laws, so that it is not appropriate for the king to tolerate them. If it pleases the king, let a decree be issued for their destruction, and I will pay ten thousand talents of silver into the hands of those who have charge of the king's business, so that they may put it into the king's treasuries." So the king took his signet ring from his hand and gave it to Haman son of Hammedatha the Agagite, the enemy of the Jews. The king said to Haman, "The money is given to you, and the people as well, to do with them as it seems good to you." (NRSV 3:8-11)

And Haman said unto king Ahasuerus, There is a certain people scattered abroad and dispersed among the people in all the provinces of thy kingdom; and their laws are diverse from all people; neither keep they the king's laws: therefore it is not for the king's profit to suffer them. If it please the king, let it be written that they may be destroyed: and I will pay ten thousand talents of silver to the hands of those that have the charge of the business, to bring it into the king's treasuries. And the king took his ring from his hand, and gave it unto Haman the son of Hammedatha the Agagite, the Jews' enemy. And the king said unto Haman, The silver is given to thee, the people also, to do with them as it seemeth good to thee. (KJV: 3:8-11)

This might stretch the definition of "manipulating," but Haman craftily gets the king to approve his evil genocide by, er, asking him to approve it. And the king—ever the bluntest tool in the shed—agrees.

As soon as the king saw Queen Esther standing in the court, she won his favor and he held out to her the golden scepter that was in his hand. Then Esther approached and touched the top of the scepter. The king said to her, "What is it, Queen Esther? What is your request? It shall be given you, even to the half of my kingdom." Then Esther said, "If it pleases the king, let the king and Haman come today to a banquet that I have prepared for the king." Then the king said, "Bring Haman quickly, so that we may do as Esther desires." So the king and Haman came to the banquet that Esther had prepared. While they were drinking wine, the king said to Esther, "What is your petition? It shall be granted you. And what is your request? Even to the half of my kingdom, it shall be fulfilled." Then Esther said, "This is my petition and request: If I have won the king's favor, and if it pleases the king to grant my petition and fulfill my request, let the king and Haman come tomorrow to the banquet that I will prepare for them, and then I will do as the king has said." (NRSV 5:2-8)

And it was so, when the king saw Esther the queen standing in the court, that she obtained favour in his sight: and the king held out to Esther the golden sceptre that was in his hand. So Esther drew near, and touched the top of the sceptre. Then said the king unto her, What wilt thou, queen Esther? and what is thy request? it shall be even given thee to the half of the kingdom. And Esther answered, If it seem good unto the king, let the king and Haman come this day unto the banquet that I have prepared for him. Then the king said, Cause Haman to make haste, that he may do as Esther hath said. So the king and Haman came to the banquet that Esther had prepared. And the king said unto Esther at the banquet of wine, What is thy petition? and it shall be granted thee: and what is thy request? even to the half of the kingdom it shall be performed. Then answered Esther, and said, My petition and my request is; if I have found favour in the sight of the king, and if it please the king to grant my petition, and to perform my request, let the king and Haman come to the banquet that I shall prepare for them, and I will do to morrow as the king hath said. (KJV 5:2-8)

Now, Esther starts to turn the tables on Haman. She buys time and gives herself another opportunity to overthrow Haman's plan permanently.
