The Ratification of the Conventions of nine States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.
Worried that they wouldn't be able to gain unanimous approval of all 13 states for the new Constitution, the Framers at the Philadelphia Convention of 1787 decided that ratification by nine states should be enough to allow the new Constitution to take effect.
