  • FDR recognizes Congress has to be up to snuff on the defense production programs' goings-on, but he also tells them some things have to be kept top secret for national and international security, and they're just going to have to deal with that.
  • Since the war constantly creates new challenges, FDR asks Congress for more money and greater permissions dedicated to maintaining and upgrading the defense programs.
  • He also asks Congress for money and permission to give weapons and war materials to nations that are currently battling the Axis powers because they need weapons...a lot of weapons.
  • He explains that if these nations can't pay for weapons in cash money, the United States has to help them anyway or they will fall to the Axis powers.
