There's no debate that the Lend-Lease Act is a legal document, and as such, it doesn't have the privilege to be dark and mysterious. The ideas set forth in the bill are about as crystal-clear as the language it uses to describe them. Being transparent was especially important here, not just to uphold the integrity of the law, but to make sure that the policies of Lend-Lease were not misconstrued as something they were not (i.e. a declaration of war).

So, there's no secret code or twist ending here, but for that we should be thankful. It meant that the authors were all doing their jobs very diligently, seriously, and openly.
