One of the palace servants who works in the stables, Stefan also reports to the King of Thieves, forming part of his intricate network of spies. Stefan is "a short, blond youth with pale eyes and reddish skin" (3.8) who loves being around animals. He passes messages to and from George, and seems utterly loyal to him.
