Mr. Dance is the leader of the armed group of tax collectors who chase away the half-dozen pirates who invade the Admiral Benbow Inn after Billy Bones's death. (As for why tax collectors would be armed, this is the 18th century, and people were a lot more militant about resisting taxation. It wasn't just a matter of filling in your form 1040 and sending it to the IRS.)
