which travel "below" the water.
If we forgot what the word "submarine" means....then we probably should try to get more sleep.

Based on the information given by the passage, we know that neither the CDC nor the ATSDR
control each other, however, so both (B) and (C) are incorrect.
Choice (D) doesn't have it right either.
The passage doesn't say anything about the CDC replacing the ATSDR, though from the way
the passage makes the ATSDR sound, it might not be a bad idea.
Answer (A) is right. In the first paragraph, the passage specifically describes the ATSDR
and the CDC as sister agencies.
This means that while the two are related, they aren't necessarily accountable to each other.
It also means that they probably get in fights when one borrows the other's clothes without asking...
