We know that we're supposed to look at what comes before it, because the speaker says
"deliver my opinion to him on this matter..."
Uh... what matter? It must have been... whatever he was talking about a second ago...
...which, if we review the text, was the idea of the king making use of struldbrugs as "wise
and able counselors." So it sure seems like it's answer D here,
but let's make sure by taking a quick look at the other choices...
A can't be right. You can't sequester a group of people... or struldbrugs... from
a place where they don't exist in the first place.
B and E are out, because they're... kind of out of left field. They're just not what
the speaker is talking about right before he hops up onto his... struldbrug soapbox.
The speaker's love of struldbrugs is clear, but in lines 18 to 19 he talks about how people
are just... born that way. It isn't a choice. But, just drop it.
So yeah... our answer is D.
