So...overweight in this sense has to do with your investment portfolio. That is, you're a professional portfolio manager, pegged to the S&P 500's performance. Today, the S&P 500 stands at 17.3% telecommunications-related companies. But you think that the telecom sector will do better than the market over the next year. (It pays big dividends, and you think the market will go down, so you're playing defense here.)

You overweight that sector in your portfolio, making AT&T and Verizon and others to be 28.3% of your portfolio, which is now fat telecom. Or um, overweight it.
