Actually, the "unlisted" here refers to stocks that don't meet the requirements to get listed on the major exchanges. Typically, we're talking penny stocks, stuff that trades over the counter (OTC), or, as they sometimes call it, on the pink sheets.
The unlisted trading privileges are like the rules for these off-the-exchange trades. The details were codified in the Unlisted Trading Privileges Act of 1994, which amended rules originally established in the 1930s.
