The workers need to double as potential fighters, and the society needs to militarize for a while as it defends itself against potential attackers while finishing the wall. The people probably thought they would just have to be builders, and didn't expect to have to be constantly looking over their shoulders for attackers. They were clearly dedicated to the task. Imagine being hired to paint someone's house and being handed a rifle "just in case."

Nehemiah wasn't born yesterday. He's not going to let some pathetic subterfuge force him to do something against his principles. He was forbidden to go into the temple, and Shemaiah knew it. They're trying everything to undermine the project, but Nehemiah won't leave his post.
